Jill,

My guess is that this county elected official is backed by those who have 
charged her with undermining/sabotaging your successes.  My advice would be 
to pick your battles so that you are not losing energy all over the place. 
And start to work to replace her in the next election.

You have done great things in your county, don't let her sap your energy (not 
just you but those with whom you have worked) on every front. That is exactly 
what she and her backers want. Focus, and then do your own sabotage in the 
next election.
