If your church or community group does want to start a community garden
there is lots of information available from the American Community 
Gardening Website:
http://www.communitygarden.org/  .  One really important aspect is to
get secure land.  There have been severe problems in some places,
with NYC probably being the most destructive, with community gardens
improving the neighborhood and then developers bulldozing the
gardens to build intense housing.
