Jill, another angle you might want to consider is that some studies have 
shown that driving while using a hand-held cell phone is equivalent to 
driving while intoxicated. Some towns--Brookline, Massachusetts and 
Middletown, New Jersey come to mind--have used this as a justification 
for banning hand-held cell phone use by drivers, and a bill was just 
introduced in the Massachusetts state legislature to do the same 
state-wide.
