As you can see, the premise is that we want to save money on winter
heating, not that we want to protect the environment or conserve
resources for any reason other than to save us money. 

The governor and some state reps are on a public radio call-in show
right now and Gov. King just said, "We can't change the price of a
gallon of oil, so it makes sense to change how many gallons we use."
